Try a soft suede, kidskin or cord cat o' nine tails. The sound of the impact is much less. My gf and I use a kidskin one because our sessions tend to be quite long and using a harsher instrument would be possible only for a shorter time.

Loopy Johnny isn't very noisey, cane can also be used without much noise... however the recipient gets real noisey. Wooden spoon soaked in a pitcher of water for a while, stings like a MF!
