The Father, Son, and Holy Spirit are co-equal in His persona as God. God has set an order to families. Here on Earth we treat our fathers as the head of the household with the wife. Children are to honor and be obeidiant to thier parents. God of His own accord has put this order in place for Himself as well.(Perhapse to lead by example) As His Son He obays and reverances the Father aspect of His persona even though He is one and the same with the Father. In like manner the Holy Spirit also reverances the Father above any other side of His essance. The Father Himself worships the Father side of His being as God. For all the aspects of His being the Father is the persona who is worshiped as Jehova's God. Jesus asks us to direct our worship to the Father directly in His (Jesus') name. Praying to Jesus or the Holy Spirit is still praying to God yet it's the Father aspect that is to be reveranced highest.

It is because they are 3 separate and distinct individuals. God the Father; God the Son (Jesus Christ...Jehovah of the Old Testament); and God the Spirit. Three separate individuals who are one in purpose.
