    1) Those are the points that you earn when your reports are accepted. You can report questions, answers and comments.
If you want to report something else, like the profile information or the username or the avatar image of an user, or multiple offences of a specific user, please user the feedback form: click first on "ABOUT US /About Answerbag" at the bottom left of the page, then "Contact Us" at the top right of the new page.

    2) "Why should I flag questions and answers?
Flagging inappropriate content keeps the site clean and useful. Merging duplicate questions, placing questions in their most appropriate category, and removing inappropriate content creates a better experience for everyone. You earn 1 point each time a flag you submit is accepted by our moderators. Careful though‒submitting a large number of frivolous or disruptive flags can get your account suspended."

When you flag questions or answers, your Mod submissions count goes up, and your mod percentage goes down. When they are accepted by staff mods, you get 5 points for each accepted flag. Note: These seem to come in batches, not one-at-a-time. When accepted, your mod percentage will then go up.
