Do I have a legal right to know if any of my neighbors are delinquent on their HOA dues? Where would I have access to this information?

My new neighborhood (in georgia) has 12/36 propertys sold. Per the covenants any lot/home owner has to pay the yearly home owner assoc. assessment. The builder owns the remaining unsold 24 lots. Shouldn't the builder be paying the same assessment?

My Home Owner Association charges my area higher dues for gates but places the monies in the general funds and uses this money for common areas that do not have gates and then delay repairs of gates due to insufficient funds. What legal action
