No. What could be more worthless than a 'soldier' who took the training and the billet right up to the day he was expected to put his life on the line? Quitting at that point would be worse than cowardly, it would be theft and fraud.
No. Can't work that way. The reasons are probably obvious but the best example is mass resignations when things get heavily combative would screw the units in question and completely undermine the forces efficacy. Just can't work that way.

Which is one of the reasons why the military makes a person jump through so many hoops before you take an oath of enlistment.
They've given one plenty of chances to rethink one's position and/or desire to join.

Look at it this way. When you sign the enlistment agreement you have signed a legal contract and are bound to fulfill your portion of the contract.
It is not as easy to get out of that contract as you might imagine.
no. how many personnel do you think would really stay in all the time, yea you have the ones who love combat but im pretty sure they all have their doubts/scared moments at times and would back out
