Most areas have a renters or tenants resource office. Try looking for one in your area. You can also call your state attorney generals office and ask for help or referrals if you feel that your landlord might be acting illegally.

Probably not but it varies by state. Here landlords charge $20 on the 4th (rent due by 3rd) and then $1.00 a day after that. Read the lease. It should tell you. They could technically evict you on the day after rent is due.
It should be spelled out in your lease agreement. If you signed it, you agreed to the terms.
