Because a doctor needs to be able to deal with any situation, not just the ones which their mentor happens to come across during their apprenticeship. Also, there are constantly new discoveries in medicine and these have to be taught. Finally, a doctor needs to know why something is happening, not just what to do in certain circumstances.
