I think it is one of those things that the internet has provided a market for.
People are curious creatures.
If a mate said he had a picture of some lassie doing a horse the odds are most blokes would take a look at it. Most would not go as far as paying for it online but clearly many do because as you have said it would appear to be becoming more popular.
I guess the laws need to be tightened to make the practice illegal throughout the world. Too many countries have no laws stopping this and even have shows that specialise in it. If a site is hosted in these places then it is legal, and then gives access to the material worldwide.

I can't think of anyone I know that has not seen some of it, but at the same time I can't think of anyone who would activly go and download it.
