If there is no sign at the beach prohibiting pets, you probably can.
Just make certain that you have the cat on a very secure leash of some kind, and that you NEVER leave the cat alone, not even for a second, because you will deeply regret that, if you do.
Also, please remember that cats aren't very good swimmers at all, and have a very strong aversion to the water.
