http://costofwar.com - That link does not give any money brought into public circulation as a consequence of the Iraq war which would perhaps result in a more realistic figure. As far as your second question - yes, significant progress has been made over the last year especially. There is still a long way to go to reach the end aim of completely handing over to ISF though.
