Cleveland is a pleasant city but unless you really want to visit the Rock and Roll Hall of Fame or ride the roller coasters at nearby Cedar Point, I don't see any major reason to go there. I'd definitely head to Toronto which is a beautiful city but probably even more so because you can go to Niagara Falls, less than two hours away. And if you really have time, you can make a circle around Lake Erie and get in both destinations;)

My choice would be Toronto.
