A satellite must orbit the centre of the earth. It's track over the earth, must be a Great Circle. A Great Circle which passes through any point one side of the equator must pass through an equivalent point the other side. So any satellite not on the equator, even if it is in a 24-hour orbit, will appear to oscillate north and south each day.
