We had to work under the hot sun for 12 hours and my employer never provided water. We had no choice and bought the water ourselves. Now they won't reimburse us. Is this legal?

The first part of your question is certainly illegal ("We had to work under the hot sun for 12 hours"). That is called slavery. In America people have the right to choose whether they work for a particular employer or not.

But generally, there is no requirement that an employer provide food or water for its employees.

Yes but it is F@$KED UP. You may be able to write off all you spend while your at work on your taxes. After all...it's work related. You can't work if your dehydrated. There are loop holes, just gotta find them.
