Generally yes, but as a few people have mentioned, when it comes to ground beef, you can't be 100% sure the burger is free from E. Coli, though incidences of sickness are rather rare. If you want the flavor of a properly cooked (read: medium or below) burger but would like to put your mind at ease about E. Coli, you can either grind the beef yourself, or purchase irradiated beef, which has been treated to destroy E. Coli while still in an uncooked state.
For my money and effort, though, I just risk it. I haven't become sick yet!
No it isn't - beef carries harmful bacteria on it's surface only, which is why blue steak is fine (the outside is cooked). Once you mince the meat though, the poisonous bacteria is bought all the way through it, meaning you can get food poisoning from a pink burger. But they do taste good :)
