  • No it's not true, but very few people still get a shave at the barber's, with all the convenient disposable or electric shavers available today. Probably a hair styling salon has neither the equipment nor the training to do it.

  • It may very well be a state licensing thing. After all, many states have had laws and regulations requiring "beauticians" who specialize in and only perform hair braiding to attend a full course of "beauty school" training. So I wouldn't be especially surprised to learn that a particular state certification was required.
  • In Ohio there are separate licenses for barbers and beauticians. Each can do most of what the other does. The line is drawn in that barbers can do shaves but not facials. Beauticians can do facials but not shaves. I remember a time when a good traditional barber would often use a straight razor to shave horse hair off the back of the neck, or would use the straight razor for a face shave. You paid extra but that was the service of a pro. The initial time of the AIDS scare, circa 1981, caused such tools to fall out of favor, even though there never was any evidence of the virus spreading through such means.
