There really is not a inforcable law with the age difference unless he rapes her...which regardless of age thats punishable. I would look up the laws for your state. Ours is a 3 years difference is legal.

There is nothing wrong with dating an 18 year old even if you have sex with them it would be considered by the police as constantual sex

Lets face it, 17 is still a minor and 18 is an adult. I think your dad is looking out for your best interest, since you are a minor. he is correct in doing so. The best solution?.........time The 18 year old should wait until the 17 year old turns 18. Then, both will have to answer to their own convictions, as adults.
