I assume you're talking about the leaderboard, and the Weekly Most Points Leaderboard, at that.
Because ANYONE can earn any number of points in a given week, and win the right to the trophy for a week (top 10). I had the trophy for a couple of weeks shortly after I started. And all others on the Top 5 were MUCH higher levels than I. ;-)

To be honest with you I don't even notice any points - whose are higher and why.
I come here to get opinions and/or technical help. :-) I am not observant. :-(

Ok. . .see, there are levels that. . .a better way to explain it is that there points you get for. . .no, that's not it. See, when. . .I don't know.
When two people are tied for points on the lederboard how is it decided who gets the higher rank?

Nope not weekly. My rank is 386 on the all time. 385 is a level 60 with 30320 points. But there is not another level 60 till rank 371 then its 60/59 all the way to 363 with one 59 having 32456 thats 2000 more points than the first level 60. It makes no sense

About all I can say, there, is that they've changed the number of points required for levels a number of times. I think whenever they think they're getting too many at a certain level (it's too easy), they raise it, slightly.

This might be a question for the staff, rather than the general population of AB, as there are probably very few that would have any idea. ;-)
