This has only been going on since the beginning of the country. The "what next" *SHOULD* be that his/her constituents cast said representative's butt on to the pavement at the next election. Sadly, incumbents have ENORMOUS advantages in fund-raising over potential opponents, and much of the redistricting done over the past several census cycles has been aimed more at giving incumbents 'safe' seats than at providing reasonable cross-sections of the public. But, I know...you're shocked...SHOCKED to find such behavior in a Congressman...;-D... . . .
