I took in a stray dog that has excessive gas and soft stools, but otherwise is full of energy and appears healthy. Now my other dog has diarrhea with mucus and bright red blood. Could this be related?

It ended up being stress related. The stray out weighed my dog about 65 pounds and must have played too rough. The diarrhea stopped the same day the stray went to live at the new home I located him.

Yes. altho it is good to bring stray dogs in. you should never bring one in and intorduce it to your own dog before it has had all its shots and has had an exam. take the dogs to the vet immmediatly. They can get seriously dehydrated from the diarrhea.
