That is what is known as "covering" yourself, and is said by the person requesting the favor, to give themselves an excuse for you not being angry with them, if the favor is granted and somehow backfires. An example would be someone who keeps pestering you for $20 and you finally agree to the loan, so he says, "You don't have to, unless you really want to help me out." You loan the money and it doesn't get paid back when promised, so you confront the dude and he says, "Hey, I *told* you that you didn't have to do it, you know, but you went ahead and loaned it to me anyway, right?" That's why they do that. +5
