Shouldn't bother anyone that much ; ) unless one is very sensitive and/or doesn't like to receive some advices wrongly perceived as orders. It's pretty much in the tone and context, in my opinion.

Maybe not exactly mean, but yes, it sounds pretty authoritative. But is used--for most part--as suggestive.
