Get into a group taking a cruse...the more in the group, the cheaper, and there are many plusses that are included with a group trip.meals,group safety, and planned sight-seeing .

A cruise is an option, but the vast majority of these require a flight to the US or Canada. Some do not though, I am aware that there is at least one cruise to and around Canada from the UK. I don't know about mainland Europe... but you can always get the train to the UK. You may need to be a little more flexible, as some of these Canada cruises include a few stops in the US. Otherwise, other than recruiting friends to go with you, if your husband is willing therapy for phobias and/or hypnotherapy sessions may help him overcome his fear. Costly, but I am sure it will be worth it for the two of you if it works for him.

There are still transatlantic passenger ships. There are much nicer than sitting in a cramped seat for 8 hours (and without smoking). http://www.cruisepeople.co.uk/transat.htm But it takes some 7-10 days each way so you need a pretty long vacation.
