No, because I don't know anyone hard-hearted enough that they wouldn't just give you food for a starving child if you asked. And if they were, you could just ask the next person in line and they'd give it to you.

No. Not in our society, I believe in the grander scheme of things when help and free food may not be available then it can be ethically excused in certain situations. I don't know what relationship to the child you have in mind but if a parent/guardian is having to steal food for the benefit of the child, then what other necessities and rights is s/he unable or unwilling to provide? Making the decision to steal, instead of making the decision to seek help, or to entrust the child to somebody who is willing and able to care for him is wrong.

Clothes, food, shelter. And in the case of serious abuse, if nothing else could be done, steal him away. or if that's not possible serious bodily harm and if not that murder, which I say in the legal sense 'cause I most certainly would be found in the wrong. I think I would be willing to make the sacrifice. I'm single no children by the way, so I may not know shit.
