No. You cannot force a person to do anything. However, the employer is free to fire the person.
I'm no expert on labor law in Wisconsin (or anywhere else for that matter), but it is my guess that if a person is working "at will" of the employer, that the employer can discharge the employee at any time and for any reason, with the exception of reasons that would be considered discriminatory and in violation of federal labor statutes.
(Again, that's just a guess on my part; I really don't know for certain.)
You need an attorney in Wisconsin who specializes in labor law, to definitively answer this question for you.
