I am Dutch and I think I do a reasonable job in speaking English..
My German is also pretty good. Though my English is better, I do understand most German and if I would live there for a few months would speak it close to fluently (with a Dutch accent of course). When I was a child, I watched mostly German tv and could understand and speak it as easily as I understand English now. Part of my family also lives in Germany. It's just a matter of practice.
I can sort of manage myself in French, but I speak what I would call 'kitchen-French'. I can manage myself in shops, ask for directions and order my food, but do not know enough French to be able to have an interesting conversation.

I watched a great Flemish movie last year called 'De Helaasheid der Dingen' and though I was able to follow most of it, as soon as they spoke real dialect, I was pretty much lost! En dan te bedenken dat ik zelf van oorsprong een Brabander ben en zo heel ver ligt dat nou ook weer niet van elkaar.. zeker niet hemelsbreed ;-)

maar dat ga ik ook niet kunnen volgen denk ik, Aalst heeft een apart dialect, zelfs west vlaams kan ik amper verstaan.

Soms is het inderdaad raar om ondertitels te geven in films die Nederlandstalig zijn, maar laat ons niet vergeten dat onze Noorderburen ook ondertiteld worden (denk maar Oh Oh Cherso).
Volgens mij is ondertiteling geoorloofd bij elk dialect, want elk dialect (of het nu Limburgs, West-Vlaams of Antwerps is) moet volgens ondertiteld worden, opdat een meerderheid kan volgen.

Bij Oh Oh Cherso kan ik me dat wel voorstellen ja.
Best veel Nederlandse dialecten zijn idd ook niet te volgen zonder... ook niet voor de meeste Hollanders. Maar ik heb wel eens een aflevering van Baantjer zitten kijken op ketnet of canvas, en dat werd ook ondertiteld..? Net zoals wij soms Vlaamse dingen ondertitelen die gewoon prima te volgen zijn. Dat vind ik dan wel weer wat overdreven.. iedere debiel snapt dat 'zeker en vast' bij ons gewoon 'vast en zeker' is, en andersom. ;-)
