Make sure you've added the alpha channel first (Layer → Transparency → Add alpha Channel), now just pick the Eraser tool and "paint" the transparency in.

My friend has a wonderful picture of her that she wants me to change to black and white, except she doesnt like the pic so much because her nose and cheeks are very oily looking. Is there anyway to take this out of the image?? I would be using GIMP 2
