The same thing applies to all multi lingual people. The "accent" is dependent on the ability of that person to speak that language.
I live in Norway, am English by birth and for the first 25years of my life (last 5 in Norway). I know many fellow foreigners from many countries, some of them are so good at speaking Norwegian that you would not be able to tell they are not a native just from hearing them. Others (including myself) are not that good yet!

Sometimes some people never lose their accent.
I don't know . With the Americans I know we speak English because is easier . But in general is very difficult to loose all traces of accent .
Whilst speaking Swedish most Americans do have a distinct accent. One would have to assume it's the same for the other Scandinavian languages.
