EWO's are Education Welfare Officers employed by the local government authorities to check abscences in schools. They will also visit the pupils homes/the parents and this could eventually lead to the parents being prosecuted. Some young people are home tutored, although the LEA (local education authority) must authorise this. There are also alternative projects such as the Not (at) School Project, although sometimes the school decides whether to refer.Sometimes the school expels pupils for bad behaviour etc and the pupil will sit at home, they may allow the pupil to come back and take GCSE's, they may not.Lack of motivation, lack of support, eating disorders/ mental health issues etc etc can contribute to pupil's not achieving at school.Other agencies can get involved after school or during school to provide support, training etc.I could say more, but that's enough for now.
