All you need to do is pull your states Landlord/Tenant code. It will tell you if it is legal or not what your landlord is doing.
It doesnt matter if you signed a lease. The code is the law. Check your lease to make sure it is within the law of the Landlord/tenant code.

You're reading We have to pay our rent on the fist of the month no later or else we are charged 50.00 then 10.00 every day that it is late. To add to that we have to mail the rent and it has to be there by the 1st. Can I go to the chamber of commerce and complain?
