I don't want to use my checking account or credit card with PayPal. Can I verify my account with a green dot prepaid credit card? A few years ago I heard they weren't accepting them, has this changed?

Why not use a credit card? It's the safest. You can fund your Paypal account with cash and not use any card or account.

People without a checking account or credit card are considered a bad credit risk.

This may not be true, but this is the normal standard of the financial world.

A year ago, PayPal was only accepting checking accounts in order to do business with them.

You could pay by an alternative means eg the pay as you go top up mastecard.
