Depends on where you live, but since most local legislatures can, I'd say that your landlord can too if he's following local or state ordinances.
Depending on where you live, I think the management has to give the tenants 1, 2 or 3 months' notice that the no-smoking policy will go into effect after that time period. That gives the tenants time to decide if they want to look for another place to live, I guess. But anyway, I'm pretty sure they can do it legally.
What would you say if someone rented burnt out buildings for money?
