You probably cannot, but a lawyer may be able to. You sound like a real winner who might get out of a felony on a technicality... if so I hope you use this lucky strike to turn your life around.
You can try. Take it to an attorney.
The answer is most likely no. You have a right to a speedy trial unless you waive that right. If you do not waive that right then you have no say in the timing of the proceedings. Thus, unless you are in custody, an attorney will always recommend you waive time.
Truth is all traffic tickets in the U.S. are illegal & easily beaten. All you have to do is plead not guilty because your not regardless of the situation.
When you get to court all you have to do is ask the judge these 4 question & the case should be dismissed.
1. Am I entitled to a fair trial?
(If you can get the judge to look at you & lie while they say "Yes, your entitled to a fair trial". The hard part is done & the rest is all down hill.
2. Is it a fair trial if there is a conflict of interest?
(Most know the answer to this, so they will be truthful & say, "No.")
3. Who do you represent?
(Most know that the judge represents the County/State or whom ever appointed them, & that is what they should tell you.)
4. As you hold up your ticket payable to who the judge represents you look the judge in the eyes & say, " HOW IS THIS NOT A CONFLICT OF INTEREST!"
Case dismissed!
If the notes of the transcript have been destroyed when trying to reopen a case from 10yrs ago what happens if I can't get them?

You're reading A traffic ticket in 2002 was upgraded to a felony because of my driving record. I was not taken to trial within 6 months because the officer lied about being in Iraq (she is a convicted felon because of that). Can I get the case overturned now?
