I hate that idea, that kids should be kids. Responsibility should be increased an increments throughout age, and one should never use age as an excuse for poor behavior.
I believe that kids are kids if it a question of age regardless of how they act. I believe that children should be able to act more childlike more often than adults, but there is a time and place for everything and age or lack of it does not excuse all behavoir.+5
Personally - yes.
However, we must remember that the whole concept of 'childhood' is an incredibly recent construct, a few hundred years ago there was no such thing - children were little adults. Still, today, many societies do not have the notion of childhood that we have.
I like the notion of childhood though, and I think allowing children to be children is very important.
