Of the plans currently floating around congress, which is your favorite healthcare reform bill and why?

    There is only one that I know about. It is H.R. 3200. As you can see it's not a "Curious George" or "Clifford the Big Red Dog" book. I have not read it all and neither has most of Congress or the President. The parts that I have read raise more questions that they resolve.

    Example:
    Section 59B. `(a) Tax Imposed- In the case of any individual who does not meet the requirements of subsection (d) at any time during the taxable year, there is hereby imposed a tax equal to 2.5 percent of the excess of--

    ***Does this mean that participation is mandatory? Note that it says "any individual"***
    ***Is all of this going to be regulated thru the IRS code? Does this mean the IRS is going to assume a greater role in the life of every American?***

    (a) Grandfathered Health Insurance Coverage Defined- Subject to the succeeding provisions of this section, for purposes of establishing acceptable coverage under this division, the term `grandfathered health insurance coverage' means individual health insurance coverage that is offered and in force and effect before the first day of Y1 if the following conditions are met:

    (1) LIMITATION ON NEW ENROLLMENT-

    (A) IN GENERAL- Except as provided in this paragraph, the individual health insurance issuer offering such coverage does not enroll any individual in such coverage if the first effective date of coverage is on or after the first day of Y1.

    ***What does this mean?***

    (B) DEPENDENT COVERAGE PERMITTED- Subparagraph (A) shall not affect the subsequent enrollment of a dependent of an individual who is covered as of such first day.

    (2) LIMITATION ON CHANGES IN TERMS OR CONDITIONS- Subject to paragraph (3) and except as required by law, the issuer does not change any of its terms or conditions, including benefits and cost-sharing, from those in effect as of the day before the first day of Y1.

    ***Does this freeze everything?***

    (3) RESTRICTIONS ON PREMIUM INCREASES- The issuer cannot vary the percentage increase in the premium for a risk group of enrollees in specific grandfathered health insurance coverage without changing the premium for all enrollees in the same risk group at the same rate, as specified by the Commissioner.

    ***Does this mean that the Commissioner will set the premiums?***

    (b) Grace Period for Current Employment-based Health Plans-

    I favor a public option for people who cannot afford private insurance. It is supposed to provide competition to the private insurers too, which would be good. I wouldn't mind if they tax the big premiums rich people pay for super deluxe insurance policies; they can afford it. Some kind of board or administration to set standards for what treatment is effective for what condition seems like a good idea. Choosing your own doctor is a plus. Rationing care is the "third rail" of healthcare reform; it is the fear Republicans use because they have nothing else to do. Controlling hospital costs is huge. I don't think there are good reasons for mri's and stuff like that to "cost" as much as they do, except to make money for hospitals' owners. The whole thing is huge and complicated, but I like Obama's 3 points. Coverage for all, choose your own plan, and reduce cost of medical care. I pray they get it done well enough to help.

    There are not a plethora of plans "floating around". The normal legislative process is for each concerned committee in the House and in the Senate to draft a proposal and then for the entire body to work out a reconciliation before the body votes on the bill.

    Once the House and Senate approve bills, the two versions go to a joint session for final reconciliation. Only then is there really ANY bill floating around. It then gets voted on by both chambers, and if approved by both it goes to the President for signing.
