I always thought that migration referred to movement of people, in or out, whereas, immigration refers to people coming in and emigration to people moving out.
Immigration has to do with people. Migration has to do with animals like birds or butterflies.
San Francisco police intend to treat illegal immigrants arrested for petty crimes and eligible for release just like US citizens. Say what?
