First clean the area also with vinegar so he cant smell it anymore, or he will keep going there. Perhaps put the litter tray there and if he uses it gradually move the tray to the spot you want it.
I agree with Allissawalford's idea...but would also ask...have you changed litter recently? New litter may not be what your cat likes. Also, I've had cats that pretty much would not consider using a dirty litter box and if we failed to clean it often enough to their satisfaction...by golly at least one of them would hop into the basket that sat under our mail drop and pee all over that and any mail IN the basket!
(stupid human trick number 14....I would go on strike because I got tired of my evil ex not sharing the work...8 cats were her idea..I was happy with 2 or 3!)
It's also possible that if you're using the same old litter, there may be something about it that is bothering this fellow...texture, the commercial scent of the stuff...
