Put all your bills on a spreadsheet and when they go out. Have two bank accounts one for bills and one for drawing your weekly allowance. Divide the cash between both and keep to it. I do things that way I know what I got left each week and bills get paid. Also have a savings account for rainy days/contingency. I have done this for years and it works for me. Also any debt you have get at the least APR possible.
You should have Internet/Online Banking with your financial institution. Many banks offer that service for free with a checking account, and most offer automatic billpay, which sends out payments automatically. It keeps things very organized and you can watch your balance on an hourly basis. Of course, banking systems make mistakes on occassion, so you should be in touch with your finances regardless of balancing means you implement, in order to avoid miscalculations.
Of course, never spend more than you make!

Never give your bank account id and password to a website. You are one disgruntled employee with flash drive away from disaster if you do!
Writing down my expenses worked for all but 2 hours for me so I faiIed at my first couple of attempts.
I found my bank offers CSV format. So I searched on the web and found a few programs that upload my bank details into a application for personal tracking and trending.
Currently I am using a program called bank2budget free trial at www.bank2budget.com and it looks good so far. It offers my bank format so you would have to check to see if your bank is offered.
Easy recording is the secret to really knowing where we spend our money.
