When I sing pianissimo or soto voce, I feel the reasonance around my nose. I like to center the tone in the mask so that even soft tones have richness and body. Focusing the tone in the throat while trying to sing softly can sometimes produce breathiness and strain. Of course, the technique that you use depends upon the genre of music and the effect you're trying to produce. But for the sake of vocal health, I would attempt to center the sound more forward so that it resonates in your face and not in your throat.
