Stalking is stalking. I think celebrities have a right not to be stalked just like everyone else has. However, I don't think stalking is a 911 emergency unless there is a threat to your life.
I don't know the legal avenues this reporter has but I would think she could get some type of court order to prevent people from bothering her. Since she is so popular, maybe a body guard would be appropriate.

No. That would be useless...if i were a celeb i would just hire about 40 guys and give them cameras and let them harass the bastards until they gave up or got hit by a car...
