Is it illegal to carry this knife, it has a 3 1/2 inch blade and is assisted open with a notch on the blade, can a minor or adult carry this?

It's not illegal unless you keep it moderately hidden. Like don't go flashing it around. Keep it on for protection; not show. That's my advice

If you need it for your occupation or can give a legal explanation for why you are carrying it then yes -- self defence or 'for emergencies' doesn't count :/
