Apparently not. Correctly done, taking over the firmware would let a hacker launch coordinated Denial of Service attacks on the carrier's infrastructure. They could potentially take down the nation's wireless network. If they did that during a major terrorist attack, the results would threaten way more than just a carrier.

Most Gov't organizations have reserved radio frequencies anyways and carriers towers cant (or arent supposed to be able to) broadcast on those signals
Anyhow... A DOS attack can only affect so much
Even hijacking the largest carrier in the US (currently verizon) would only be able to take down a network of similar size (they arent quite bigger than everyone else Combined)

True it isn't a doomsday scenario, but it is worrisome. If done during some other form of attack, it would severely hamper response time.
