Should HR department of a company institute practices to facilitate growth of women employees?

It should institute practices to promote & train from within -- men and women. There are many managers out there that will mentor people to grow into higher positions. I've been lucky that I've had some wonderful mentors over the years that made me step outside my comfort zone so to speak. As a woman, supervisor, and manager for several years now, I try to do the same for the personnel that work for me -- both men and women.
