He's either unsured to do it, or is nervous. Sometimes, when starting a relationship, guys, girls too, might wonder where this relationship might end up to, and they decide to give hints, of un-interest. They really are interested just that they doubt themselves, and the path the relation is going to. Otherwise, they're absent-minded, unresponsible or jerks.

Its time to let you into a secret. Men don't call because they want to appear aloof and not too needy. Men aren't as emotionally involved as women are and could play at being disinterested just to getting you more interested. Think back, when a guy was always phoning you, didn't they come over a little too needy, and did you no feel a bit exasperated. Its all part of the mating game, so just come to terms with that and romance will go a lot easier.

if i tell a girl i'm going to call then dont..i either forgot or was busy..but i will call..if i wasnt going to because i wasnt interested i wouldnt have said i would in the first place
