If the seller is popular with good feedback, then i have purchased items from a seller with a no refund policy.
It would really depend on the item and the cost of it..I never have purchased an item that says such and paypal are usually fairy good I've found..although if your uncertain look elsewhere..
depends on the item whether or not i would buy it...and if the item hasn't been described properly by the seller, that isn't the same as a "return"...and paypal and ebay will help you get your money back. i bought a pair of black capri's that were stated as a women's plus size...when i got them, they were misses...no "W" after the size. the seller didn't want to give me my money back but paypal and ebay got it back for me. I was out the return shipping but i returned it for about $2.00 and got my purchase price plus original shipping back.
Hell to the no.
Paypal will not help you in any case. I once purchased a guitar described as new. When I received it not only was it very used, but also broken.
Paypal, nor ebay (separate companies are the time) would do anything about it. Paypal did give me the run around long enough to make sure I couldn't do a charge back with my credit card company though.
I bought clothing and electronics on eByay when there was a no refund policy. I contacted the seller in advance of bidding to ask how they handle items that do not arrive. We both agreed that I would pay a bit extra to have the items sent "signature required" to ensure safe delivery as the items were sent internationally. Paypal, which is owned by eBay was hard to deal with when someone hacked into my bank account and started stealing money. It took weeks of constant phone calls to get it back. I don't trust paypal at all....VERY easy to hack into (says my young neighbor who is a computer science student)
That depends on what it is. I primarily would judge by the approval rating of the seller, and read many of his ratings. Always make sure it is insured unless it is very cheap. As long as you put Papal on a credit card, you have much more bargaining power. As you probably already know, EBay owns Paypal, so they aren't going to be the most objective.

You're reading Would you ever buy an item off Ebay if the seller states :"No returns accepted", have you? If you don't receive it, under such circumstances, would Paypal not refund you?
