Why do people say "crack is wack" if 9 times out of 10 they haven't even tried it?

Outside, objective observation.

Personal experience with people acting badly, behaving irrationally, and creating chaos in their families and communities.

People who use it are the least reliable sources of information because their are offering subjective reports.

This is not a question of how a person feels. There are real answers to this question that can be documented.

For the same reason you wouldn't have to make love to a prickly pear cactus using a lemon juice lubricant on a salt flat to know that it's probably NOT a very good idea and will HURT REALLY BAD!!. Despite this, there are still people that will not take good advice and will have to find out for themselves.

well, from experience in school and the people that I have heard from crack will literally force you get hook up on it very soon. once tried can make you spend more and more til your broke or even die from over dosage. so the reason why they would say crack is wack is a precaution for no more further mistakes in life.

I've also heard that a blood alcohol level of >0.4 is fatal, but I've never tried it.

Cuz it's super addictive & anything that has you stealing from your parents for another hit...is whack!!!

Crack is a drug choice of poor blacks and Hispanics. Judging by their other life choices you can extrapolate that crack must also be wack. If you are looking for a stimulant I would suggest methamphetamine for you instead.
