Another server at my restaurant is being paid the minimum server wage in CO to run tables and the manager wont allow her tables, so shes not making any tips. Is this even legal? Shes making $4 an hour to run her butt off!

It's illegal.

They are supposed to make a certain amount per hour, and if they don't make minimum wage with tips (and if she's not waiting tables, how can she make tips), she is supposed to be paid the difference between what she made and minimum wage.

It's called minimum wage for a reason.
