Yes.
We have a MAX line (mostly an above-ground subway), a commuter train, a streetcar, and a bus all run by TriMet. You're allowed to carry your pet on any of these, so long as it's in a carrier. Service animals are welcome and don't need to be in carriers, of course.

thank you. I had seen a thing on TV about Portland and it showed a dog sitting at a table in a restaurant eating at the same time his owner did. It was strange but it was cute to see that dog sitting at a restaurant table.
