It's actually batter that's fried. When you dip a block of ice cream in batter, a layer of batter freezes onto it. When it's placed into hot oil, the batter quickly fries and makes a hard shell to hold in the ice cream. It is cooked quickly and removed, so that the ice cream doesn't have time to melt.
Bake it instead...much nicer.
In really hot oil and very, very fast.
Take a scoop of ice cream that is frozen solid, dip it in batter then deep fry it for a few seconds.
