Good Question. Paypal was set up as a "middleman" or "escrow" account to facilitate buying and selling online. Many sellers (vendors) can not accept credit cards as a form of payment. Many buyers do not have credit cards but they have bank accounts pledged to paypal to confirm payments. My paypal account usually has a small balance so I can buy most things at any time.
You never know. he he he!
