Technically, no. But, in 25 years as a hs official, I'm not sure that I've ever seen a push to the back of the head worthy of a penalty. In order for a foul to be penalized, it should meet one of two major criteria... 1) it could have an impact on the result of the play or, 2) it involves player safety. For example, if a hold occurs at the right end of the line on a sweep play that goes left, in most cases there will be no penalty for that violation unless it somehow impacted the play or, even less likely on a hold, put a player in danger. I can't think of how pushing the back of an opponent's helmet could be advantageous. If, however, such an act were flagrant, it could be considered a safety violation and result, if nothing else, in a personal foul call.
